Salary range is $28.85/hour to $67.31/hour, with a midpoint of $45.67/hour. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

The Portfolio Governance Analyst will play a key role in enabling the Portfolio Governance team to deliver quality program management, faster performance trouble shooting and support strategic Portfolio Services Office (PSO) improvement initiatives for the agency. Under general direction, this position will aid in the delivery of continuous process improvements as the Portfolio Governance team takes on more scope with the growing project portfolio. The position will perform data and business analysis in support of the development of portfolio governance business tools, metrics, strategies and performance management. The position supports the promotion of responsible portfolio transparency and contributes to efforts to accelerate and streamline data access, modernize portfolio governance services and improve the use of data in decision-making. This position will coordinate and work across the Agency at all levels and will need to exercise independent judgment, initiative and decision-making, and uphold Agency values.

ESSENTIAL FUNCTIONS:

  • Develops and manages monthly portfolio governance reporting tools and dashboard management.
  • Supports governance process improvements with advanced analytic acumen.
  • Contributes to the development and implementation of improved portfolio governance framework, with a focus on clarity, transparency and timeliness of completing requirements.
  • Enhances portfolio governance data quality and availability through the implementation of modifications to portfolio governance standards, metrics, processes and related tools and data architecture.
  • Aligns portfolio governance and portfolio governance program to the future PSO data strategy.
  • Analyzes agency information assets held in agency systems, as well as the teams and processes that use them, in order to enhance processes and reporting.
  • Develops best practices for portfolio governance around the use of metadata and taxonomies.
  • Supports improved performance forecasting and analyzes data to aid in the identification and resolution of trends.
  • Supports user training of portfolio governance concepts, explaining the benefits of portfolio governance policies, procedures, data and reports within the context of the user's needs.
  • Analyzes and audits reports owned by the portfolio governance team to aid in issue identification and continuous improvement.
  • Provides support and data insights regarding trends and impacts of the data analysis.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Business Administration, Economics, Data Science, Engineering or related fields and four years of experience in business analysis that includes project analysis, data analytics and report development; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:

  • Project Management Professional (PMP)
  • Certification in data analytics and/or UX design

Required Knowledge and Skills: Analytical and critical thinking.

Preferred Knowledge and Skills:

  • Strategic planning and evaluation.
  • Process improvement and optimization.
  • Project management proficiency.
  • Knowledge of statistics.
  • Basic coding, Tableau, PowerBI, Time series analysis, and data visualization tools.

Physical Demands / Work Environment:

  • Work is performed in a hybrid office environment.
