Job Title: Lead Environmental Engineer

Situation in organization

This position reports to the site Operations Manager. This position supervises wastewater and utility Chemical Operators.

Job dimensions

The jobholder will be responsible for approximately 15 million pounds of waste removal annually. This will include identifying ways to remove waste responsibly and cost efficiently. Position requires monitoring of operating parameters and environmental results to handle and correct any concerns in a timely manner. Hazardous waste manifesting and removal needs to comply with all regulations. This position will oversee all waste and recycling management generated from storage to removal. Will oversee WWTP/Utility operations and ensure continuous compliance with permit requirements. Will accurately and timely report any deviations from normal WWTP/Utility operations to plant management and responsible agencies. Will serve as site coordinator for Arkema's Arkenergy activities. Outside contacts include ADEM, EPA, corporate Health, Environmental and Safety personnel and PMC plant personnel.

Key Activities and responsibilities

Waste handling activities/reporting: 35 - 40%

  • This position is responsible for all aspects of the site's waste program, including RCRA hazardous and non-hazardous waste and recycling of material.
  • He/she will develop and maintain a budget for plant RCRA requirements with the plant budget.
  • Will participate in negotiations with outside vendors on waste removal in coordination with the plant purchasing department.
  • This position will interact with outside contractors to schedule waste removal, special and hazardous waste disposal.
  • Will coordinate scrap metal, e-waste, recycling, and universal waste handling activities.
  • Will coordinate cleanup of spills, using laboratory analysis of soil or water samples as necessary.
  • Responsible for weekly inspections of hazardous waste accumulation areas, ordering waste drums and supplies, and maintaining the waste pads.
  • Writes and manages purchase orders for waste and recycling activities. Prepares waste labels, manifests, and Bill of Lading forms for materials removed from site.
  • Data records will be prepared for waste and recycling material generated, and associated waste removal costs. Daily environmental records will be reviewed and documented as needed.

Compliance and Deviation 10 - 20%

  • This position is responsible for preparation annual environmental reports including the annual SARA 312 (Tier II) report on chemicals on site, Alabama Certificate of Water Use report, Notification of Regulated Waste report, and Biennial Waste report. Facilitates/assists with annual water sampling of ground water monitoring wells by outside contractor.
  • Efficiently manage permitting process to maintain compliance
  • Participate in and/or lead Root Cause Investigations involving incidents of Environmental Releases and/or Consequences
  • Communicate regulatory and permit requirements to plant personnel with a thorough knowledge and understanding of Federal, State and local requirements.
  • Periodically audit environmental data and records and provide timely feedback on any deficient conditions so items are properly addressed

Wastewater/Utilities operations/reporting: 40 - 70%

  • This position is responsible for the safe and effective operation of the 800 and 801 wastewater treatment plants (WWTP).
  • He/she will be the supervisor of the WWT/Utility Chemical Operators (4) and oversee the day-to-day operation of the WWTP and plant utilities.
  • Main contact for the NPDES permit and maintaining compliance with the permit requirements.
  • Will interact with lab technicians on WWTP lab sampling, ensure NPDES sampling schedules are maintained throughout the year, and ensure the Discharge Monitoring Reports are submitted in a timely manner.
  • Writes work requests and schedules maintenance work as needed to properly maintain the units.
  • Writes and reviews operating procedures.
  • Writes management of change requests, chemical approval forms, and leads WWTP/utility capital projects to improve operation of the WWTP and utilities.
  • Maintain the SWPPP, BMP and SPCC plans.
  • Provide the WWTP chemical operators with weekly notes to give direction on waste rates, and other operating information.
  • Utilize PI and Microsoft Excel to manage and track WWTP operating parameters and lab results.
  • Responsible for preparing internal monthly and quarterly reports on wastewater treatment efficiency and water use.
  • This position is responsible for the safe and effective operation of the plant boilers, three (3) plant water wells, the 500 area utilities including chill water, cooling water, and air compressor, and the 800 air compressor, as well as the overall chemical treatment for the cooling towers and boilers (Utilities).
  • Will be the main contact for Boiler repair and annual required boiler inspections and tune-ups to comply with Boiler MACT requirements.
  • Reviews chemical treatment vendor reports to track boiler and cooling tower operation.
  • Participate and support safety programs and training, including, but not limited to: incident investigations, behavior based safety observations, inspections, audits and safety meetings.

CONTINUOUS IMPROVEMENT 10-20%

  • Facilitates implementation of corporate driven environmental improvement initiatives
  • Provide information and training to plant management and plant personnel with the goal of providing the tools and knowledge needed to meet their environmentally related job responsibilities
  • Develop systems to improve timely deviation recognition and implementation of corrective actions.

Context and environment

Plant wide monitoring by this position will be done on a daily basis. Individual will coordinate and resolve any environmental waste disposal and removal issues, and wastewater plant issues.

  • Comply with all standard procedures and work instructions, aka SP, SOP, PWI, TM, to ensure productivity, quality assurance and cost effectiveness.
  • Review their work areas for potential losses and Report hazards to the direct supervisor.
  • Report Near Misses to the direct supervisor.
  • Report Incidents or Accidents to the direct supervisor.
  • Identify and communicate potential gains or possible improvements to the management system.

Required Education/Qualifications /Work experience

  • A Bachelor's Degree in Environmental Science, Chemistry or Engineering is required.
  • 7+ years of experience in a manufacturing site required (chemical preferred).
  • Minimum of 10-15 year years of plant operations experience with understanding of environmental processes and hands on experience
  • Experience with wastewater treatment systems preferred.
  • Specific training and working knowledge of environmental regulations and related requirements.
  • Project management and personal computer software skills are essential.
