Position Summary

Our client is seeking a highly skilled and experienced Cost Control/Engineer with a strong background in Turnarounds. The successful candidate will be responsible for managing and controlling costs associated with our turnaround, ensuring optimal use of resources and maximum profitability.

The candidate will be an experienced cost engineer to maintain the overall project TIC. Must have experience with pulling together budgets, actuals, forecast and changes from all EPC contractors for a total project TIC report that are all inclusive.

Develop Cost Estimates, Change Orders, Earned Value Reporting, Cashflow, Cost Reports, Funding and other project and program level cost related reports.

Understand and Apply Contract Commercials to Project Cost Estimates

Change Order Management including Estimates, Logs, Trends, Funding

Analytical Analysis of cost, hours and spending.

Responsibilities

TIC Cost Engineer duties including the development and management of TIC cashflows using project estimate, schedule, and actuals data. Tracking of cost in alignment with IPA cost category classifications and finance capital/expense classifications. Participation in estimate development and interactive planning sessions providing lessons learned from historical projects. Management of active project portfolio of 100MM with annual spending of approximately 50MM. Interfacing with engineering, procurement, and construction vendors to maintain budgets, monitor change, and to project spending patterns.

Qualifications

Currently have or have the ability to obtain a TWIC card.

5+ years of experience as a Cost Engineer.

Prepares monthly cost report for capital project including medium and major projects.

Forecast cost and contingency for capital projects in excess of 50MM.

Responsible for portfolio management of assigned capital projects.

Prepares purchase order requisitions.

Provides information for monthly and quarterly drop to plant for asset retirements.

Maintains and processes accruals/value of work done for capital projects.

Microsoft Word: Experienced in basic functions and formatting.

Microsoft Excel: Experienced with basics; Knowledgeable with advanced formula development and formatting.

Microsoft PowerPoint: Experienced in creating presentations and flow diagrams.

Vision Software: Project reporting and budgeting functions.

GSAP and Management Controls - Track reporting and basic functions.

Basic understanding of Primavera Schedules, P&ID's, and other general plan documents.

Staffing and Progress Analysis, Forecasting and Reporting.

Basic understanding and ability to evaluate/apply contract commercials.

Engineering Cost Estimates and Reporting.

Proficiency in using Microsoft Excel

Facilitation of the cost portion of the change management process.

Earned Value analysis.

Mid-level experience.
