Job Description
: Responsible to the Program Director to provide and perform application processing and outreach activities for the Weatherization Program.   Performs a variety of duties and project work directed at maintaining a sufficient flow of jobs to and through the audit and production functions to ensure compliance with unit production and job cost requirements.  Responsible for auditor scheduling and additional administration functions as needed and to cross train with other positions.  Must project a positive, professional image and with strong interpersonal communication, organizational, problem resolution skills.

Program Operations
  • Review prospective client and building records to find, assess and target job opportunities that will support meeting requirements for unit completions and job costs.
  • Coordinate with Energy Services Incorporated in both Rock and Walworth Counties to educate staff and energy assistance recipients of the Weatherization Program.
  • Initiate and carry out outreach activities to generate interest and participation in Weatherization Program services.
  • Prepare and process applications to maintain sufficient job levels in the system to meet unit production commitments.
  • Provide intake and application assistance to eligible clients.
  • Provide education to clients regarding the Weatherization Program process and energy conservation.
  • Prepare, process, and maintain specialized schedules, forms, reports, records, files, etc. related to assigned duties.
  • Confer regularly with immediate supervisor, other personnel, and/or individuals outside the organization to plan and coordinate activities, exchange information, resolve problems.
  • Responsible for auditor scheduling, contacting customers to schedule audit, sending out reminder cards and notifying auditors of the schedule.
 
  • Maintain various logs and other manual and electronic record-keeping systems related to the Weatherization program.




NON-ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
  • Perform general clerical duties to include but not limited to: photocopying, faxing, and mailing (regular, bulk & UPS), and filing.
  • Answer and screen telephone calls and provide referrals to other community resources as needed.
  • Meet and greet clients and visitors to the department and direct to the appropriate staff.
  • Support staff in assigned project based work.
  • Setup and coordinate meetings and conferences.
  • Perform other related work as assigned within the scope of responsibility and skills required for the job.
  • Occasionally participate in activities outside of regularly scheduled hours.

SUPERVISORY RESPONSIBILITIES:  None.

EDUCATION AND EXPERIENCE:
  • High School Diploma or general education degree (GED) required.
  • Minimum one year experience in a responsible/confidential administrative position required
  • Additional education in office technology, administrative or related areas preferred.
  • Training and/or experience in social services and/or human services programs preferred.
  • Training and/or experience in marketing services is preferred.

LANGUAGE SKILLS:  Requires excellent listening, verbal, and written communication skills, with strong attention to detail and accuracy.

MATHEMATICAL SKILLS:  Knowledge of basic math facts: adding, subtracting, multiplying, dividing, fractions, and percentages.  Ability to translate numbers to required reports.

REASONING ABILITY:   Ability to interpret a variety of instructions in written, oral, or diagram form; Ability to solve problems requiring decision-making skills where limited standardization exists.

CERTIFICATES, LICENSES, REGISTRATIONS: Access to reliable, licensed, insured driver and transportation.

OTHER SKILLS and ABILITIES:
  • Proficient in computer data entry and Microsoft Word and Excel applications.
  • Strong interpersonal skills and ability to work effectively with a wide range of people of all ages, incomes, and cultural backgrounds.
  • Phone and sales experience preferred.
  • Strong customer service and organizational skills
  • Proficient in organizing and maintaining complex filing and records systems. 
  • Ability to adapt and respond appropriately to the demands of various situations.
    • Demonstrating flexibility, adaptability, and honesty when dealing with frustration, ambiguity, or adverse circumstances.
    • Balancing independent, autonomous functioning with a willingness to accept direction and the authority of others.
    • Handling the demands of work without undue physical or emotional stress reaction.

The noise level in the work environment is usually moderate.  The employee must be able to concentrate in a chaotic office environment with the ability to multi-task and maintain accuracy within job duties.  As necessary the employee will travel by automobile in a variety of weather conditions and will visit clients at their residences.
