Job Summary

UCSF Campus Design and Construction is seeking a dynamic Associate Director to lead a professional team including project managers and assistant project managers in the delivery of Campus Design and Construction Projects with a value of up to $70M. Under the general direction of the Campus Design & Construction - Director of Project Delivery, the Associate Director of Project Delivery provides leadership, administrative oversight of professional staff in the Department's core functional area of Project Management, and management of projects at a subset of UCSF sites or project types. The Associate Director of Project Delivery must be a team player and a hands-on people manager with excellent planning, scheduling, and communication skills.

The successful candidate will have a breadth of experience in managing all types of capital projects with a demonstrated focus managing projects and teams in research laboratory environments including design and construction phases. The position provides administrative oversight for teams of project delivery staff possessing varying experience, knowledge, and skill levels with emphasis on team and staff development and engagement, daily operations and functions, ensuring that customers remain well informed, project progress and completion is within budget and time constraints. The above is accomplished through effective leadership, exemplary customer service, effective stakeholder engagement (including Facilities Services, School and Departmental Leadership, Auxiliary, and other Support Services departments), and focused development and management of project delivery staff (including, Assistant Project Managers, Project Managers, and Senior Project Managers).

The Department manages more than 200 Construction Projects across all campus locations with a combined value of $300M. Our portfolio includes projects valued under $50,000 up to $70M with a focus on renovations of existing Campus Facilities especially within occupied high-value research laboratory areas. The Associate Director will oversee project teams for an assigned geographic area that may include the West Zone (Parnassus Heights Campus and outlying areas) or East Zone (Mission Bay Campus and outlying areas, Oakland, and Fresno).

Staff Leadership and Management Responsibilities: In coordination with the Director of Project Delivery:

• Provide direct supervision to all project delivery staff associated with projects under $70M total value and others as required.
• Manage staff resources appropriately to assure that the correct number, experience, and skill set of project delivery staff are available to support the Capital Program within the assigned portfolio of work.
• Train, develop, coach, and promote all staff within your area of responsibility and others as required.
• Assure all staff are appropriately matched with the number and type of projects that they are qualified to perform.
• Assure that all work performed by all staff under your supervision are completing their work in compliance with all UCSF and UC policies, laws, standing orders, best practices, and standardized work and to the satisfaction of our customers.

Supporting Responsibilities: The position is also responsible to:

• Work with the Director Campus Design & Construction and Counsel to develop project delivery strategies.
• Obtain internal project approvals and oversee the flow of project funds throughout implementation.
• Work with department leadership to develop and track appropriate project and staff performance metrics
• Collaborate with Real Estate Finance & Administration and Real Estate Contracts to effectively plan and execute capital projects in an integrated and efficient manner.
• Integrate with Campus Planning and Campus Architect to effectively study, validate, plan, secure approvals, document, and move UCSF customers associated with capital projects.
• Collaborate with Campus Building Official and Campus Fire Marshal to develop, deploy, update and enforce campus wide design and permitting best practices.
• Engage with all campus stakeholders involved with capital project delivery to assure full cooperation and seek opportunities to improve processes and assure that all projects consider the full breadth of UCSF/UCOP goals, initiatives, policies, and best practices. Key stakeholder groups include Facilities Services, IT Services, Sustainability, EH&S, Central Accounting, Budget, and Resource Management (BRM), Community & Government Relations (CGR), University Development and Alumni Relations (UDAR), UC Police Department (UCPD), UCSF Risk Management, University of California Office of the President (UCOP).

Project Management & Construction Responsibilities include: Collaborate with UCSF Real Estate leadership and Campus Design & Construction team to manage, develop, deploy, teach, enforce, and update project delivery best practices and standardized work in all areas of Project Delivery including:

• Project initialization and intake
• Customer engagement and satisfaction
• Project Charter and Gate Management
• Planning (physical, capital and space)
• Onboarding and integration of new supply chain partners
• Standardized document controls and technology use for project management information systems (PMIS) including Unifier, P6, Bluebeam, BOX, BIM and any other information management systems
• Contract compliance and dispute mitigation
• Design Management including user and stakeholder management.
• Construction Phase Project Management
• Permitting and Inspection management
• Internal UCSF supplier management
• External vendor and supplier management
• Purchasing
• Lean business practices
• Move planning.

Customer Responsibilities:

• Overall project performance for UCSF Real Estate capital project customers within the assigned portfolio of work.
• Develop, maintain, and strengthen relationships with all customers across the campus.
• Actively engages with UCSF Real Estate Customers across the Campus to forecast future capital program needs and understand current customer challenges to identify opportunities for improvements and increase customer satisfaction.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.

Department Description

The organization of UCSF Real Estate is focused on the development, planning, delivery, and management ofphysical space for UCSF. Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capitalassets andprojects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.

UCSF Real Estate is an integrated unit that enables the alignment of development, planning, design, construction, and management of facilities and a lease portfolio of 1M square feet across UCSF. Services are provided through the following departments: Building Permit Services, Campus Design and Construction, Campus Planning, Construction Contract Administration, Health Design and Construction, Health Major Capital Projects, Real Estate Services, Benioff Children's Hospital Oakland Capital Program Management and support through Business Intelligence, and Finance, Administration and Operations.

The UCSF Campus Design & Construction department is responsible for providing comprehensive capital project delivery services to the research, academic, administrative, campus life services units on the Parnassus, Mt Zion, ZSFG (Zuckerberg San Francisco General), Mission Center, Mission Bay, campuses including leased properties and satellite locations in San Francisco and throughout the greater Bay Area and Fresno. Project types include new "ground up" buildings, seismic upgrades of existing buildings, major infrastructure & technology upgrades, major facilities investment and deferred maintenance programs, renovations and upgrades of existing labs, offices, education space, student and faculty housing facilities, and full floor renovations.

The team is responsible and accountable to assure projects are delivered in accordance with all project objectives including cost, scope, and schedule, remain compliant with all public contract code, UCOP, and UCSF policies, and satisfy the customer requirements. The team serves as the focal point of Campus capital project delivery and relies deeply on close partnerships within real estate and a wide variety of additional stakeholders across UCSF to provide a comprehensive solution for capital project and program delivery services.

The combined UCSF Campus and Health organizations include approximately 150 UCSF and 58 contract personnel; operating/recharge budgets of more than $52.2M per year; current year capital project expenditures of $900M; and oversight and responsibility for > $9.7B long-range capital development.

Required Qualifications

• Bachelor's degree in related area and / or equivalent experience / training
• A minimum of 15 years of relevant experience or a combination of experience / training.
• 5 - 7 years of progressive supervisory level project and staff management experience delivering large and complex, multi phased construction projects or renovations in an active Research-based environment, including Wet and Dry Biomedical Labs and Administrative Space.
• Knowledge of strategic financial planning; knowledge of management information systems; and strong negotiating skills.
• Broad experience in capital project management and facilities administration with demonstrated ability to manage a large portfolio of diverse projects and a team of personnel.
• Advanced knowledge of and experience in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state, and federal legislative processes.
• Demonstrated knowledge of applicable federal, state and local laws, building codes and / or regulatory requirements for health facilities.
• Excellent written, verbal and interpersonal communication skills, including skills to work effectively with multiple constituencies to advance organizational objectives and a demonstrated ability to effectively convey architectural and construction concepts in written and graphic formats, and oral presentations.
• Strong interpersonal and communication skills including ability to effectively convey concepts in written and graphic formats.
• Advanced financial, budgeting and cost management skills, including the ability to manage scarce resources.

Preferred Qualifications

• 3 - 5 years of progressive supervisory level project and staff management experience delivering large and complex, multi phased construction projects within at an active Research-Based Academic Institution, including Wet and Dry Biomedical Labs, Retail Space, Housing, Administrative, and Educational Space.
• Demonstrated experience and familiarity with the principles of Lean processes, value engineering, and target value design related to capital projects.
• Familiarity with laboratory design, including BSL 1-3, and a demonstrated understanding of laboratory equipment.
• Familiarity with LEED design principles and practices and other sustainability-related certifications.
• Familiarity with ADA and other universal design and accessibility aspects of design and construction.
• Advanced knowledge of the organization, including its vision, mission, goals, achievements, infrastructure and short and long range strategic capital projects plans.
• Thorough knowledge of and experience working at University of California and with UC Office or the President or other Higher Education Academic Institutions.
