The purpose of this position is to design, administer, and support City computer networks and data center systems; work with user departments to configure and troubleshoot software and hardware; troubleshoot network problems for data, voice, and video communications.  The work is performed under the direction of the Information Systems Director.

 

  • Installs, configures, and administers servers including web, database and other department applications running on Linux and Windows platforms.
  • Installs, configures, and administers datacenter hardware, including physical and virtual servers, storage, rack systems, power and cooling, backup systems, etc.
  • Installs, configures, and administers network infrastructure devices, software, and peripheral equipment. Monitors network activity and performance and performs necessary maintenance to ensure reliability and efficiency.
  • Designs and maintains IP network layout.  Maintains internet connectivity and assists with planning and implementing network buildouts.
  • Installs, tests and troubleshoots problems with communications protocols such as Ethernets, Fiber Optics, Wireless and others.  Occasionally installs network cabling.
  • Installs, configures, and administers network IoT devices, such as security cameras, door controllers, UPSes, etc.
  • Installs, configures, and administers the City’s Citrix virtual desktop solution to provide end-user compute.
  • Installs, configures, and administers the City’s VoIP telephone system, and manages mobile devices.
  • Monitors and configures network infrastructure devices, servers, workstations, mobile devices and software to ensure network security compliance. Includes applying patches and updates as needed.
  • Administers and controls network security and access, assigns user ID codes, passwords, and privileges.
  • Assists with analyzing department software and business processes and recommends technology to improve efficiency and productivity.
  • Provides support to other departments within the City on technology related issues.
  • Develops and maintains program scripts and code to enhance systems integration and efficiency.
  • Writes network procedures and develops systems documentation.  Trains users on software and procedures.
  • Adheres to attendance policies and procedures and is available for after-hours support and upgrades as needed.
  • Attends technical conferences and seminars to maintain knowledge of network software and hardware product developments.
      

  • Bachelor’s degree in Computer Science, Management Information Systems, or related field
  • 2 years professional information systems experience
  • Valid Driver’s License

Knowledge/Skills/Abilities:

  • Knowledge/experience with Microsoft Products including Windows Server, Desktop and Office systems
  • Knowledge/experience with various Linux distributions and command line operation
  • Knowledge/experience with VMWare and Citrix virtual environments
  • Knowledge/experience configuring firewalls, wireless access points, switches, and IP networks
  • Knowledge/experience with various scripting languages
  • Knowledge of government specific technology solutions 
  • Knowledge of modern office equipment, practices, and procedures  
  • Knowledge of security guidelines and policies such as NIST, CISA, and CJIS
  • Knowledge of basic mathematics
  • Skill in compiling data, and documenting systems
  • Skill in interpersonal relations 
  • Skill in oral and written communication

Supervisory Controls:
The Director assigns work in terms of general instruction and spot-checks the end result to ensure departmental standards are met. 

Guidelines:
Guidelines include Technology Best Practices, NIST and CISA Security standards or best practices along with and organization policies and procedures.  These guidelines are open for interpretation and require the ability to interpret and apply such guidelines in various situations.  

Complexity:
The work consists of related administrative and management duties.  The need to troubleshoot, and resolve a variety of related situations contribute to the complexity of the position.

Personal Contacts:
Contacts are typically with Council, Department Heads, co-workers, other City personnel, vendors, citizens, and the general public.

Medical Coverage 

The City of Neenah offers eligible employees a choice of PPO broad coverage health insurance plans.  Each specific health plan has a health reimbursement account (HRA).  These plans are available for single or family coverage.
The City also offers a health insurance opt-out program for those employees who have health insurance through another source.

Dental Coverage 

Eligible employees may choose either single or family coverage. 
 
Life Insurance 

The City provides basic life insurance in the amount of one times an employee's annual salary at no cost to the employee to all eligible employees (any employee who is WRS eligible). 
Employees have the option to elect Supplemental, additional, and Spouse/Dependent coverage at their own cost.  Rates of these coverages are determined by age and salary.

Time Away from Work

Wisconsin Retirement System

The City of Neenah participates in the Wisconsin Retirement System.  All eligible employees are automatically enrolled into the Wisconsin Retirement System (WRS).  The City of Neenah pays the employer portion and each eligible employee is responsible for the employee portion. 

Flexible Spending Account Plan 

Eligible employees may elect to participate in a flexible spending account (FSA) plan.  The FSA plan allows employees to have payroll deducted pre-tax and kept in an account that the employee may use for certain medical, dental, or vision costs not covered by insurance, or for dependent care, or for independent health premiums. 

Employee Assistance Program 

The City of Neenah has an Employee Assistance Program (EAP). This service is offered at no cost to its employees and their immediate family members to help deal with life's stresses. EAP consists of caring individuals who are certified counselors. They can also help by referring the employee to another resource if assistance is needed beyond the EAP. 

Deferred Compensation 

Deferred Compensation allows employees to set aside pre-tax earnings toward retirement. The amount deferred reduces year-end state and federal income tax base. All the earnings will accrue tax-free until such time as the assets are withdrawn, generally at retirement, termination, or other special circumstances. There is also an after-tax 457 Roth contribution option. The City does not contribute to these plans.


Employee Health Clinic

City of Neenah employees who are eligible to participate in the City's health insurance program, and their eligible family members (spouses and children between the ages of 2 and 26) may use the Neenah Employee Health clinic.  Employees who are enrolled in a City health plan may use the health clinic free of charge.  Employees and their dependents who are eligible for City insurance but participate in the opt-out program, as well as retirees and their dependents who are maintaining City insurance, will be responsible for a $40 co-pay to use the clinic.
