Characteristic Duties and Responsibilities


  • Assists the campus community in prioritizing and scheduling projects by providing project management, including feasibility studies, resource allocation, and ensuring open dialogue with administrative leadership.    

  • Collaborates with users in departments that obtain new applications by understanding the functions needed; analyzing current processing and procedures; and advising appropriate alternatives that computing needs.

  • Provides automation of administrative tasks by designing computer applications which effectively perform those tasks.

  • Develops instructions for programmers/analysts by creating detailed design specifications including system narratives, file layouts, screen layouts, report layouts, and program narratives.   

  • Effectively resolves complex problems by conducting a thorough analysis of the problems and employing appropriate strategies for resolution.

  • Provides continuity of leadership, management, and support for the Management Information Systems group by assuming the duties and responsibilities of the Manager of Enterprise Applications during absences and provides system support for systems during the absence of the assigned Senior Systems Analysts.

  • Assists in the formulation of implementation strategies for new applications and computer technologies used by programmers, programmer/analysts, and systems analysts by leading the evaluation and testing and providing those results to IT Administrators.

  • Assists with special projects by performing functions such as collecting information, conducting research, writing reports, and providing analysis and evaluations of various areas including personnel staffing and technologies.

  • Contributes to the development of policies and procedures by serving on appropriate committees and supporting the missions of the department and the institution.

  • Performs quality control checks during software updates.

  • Contributes to the overall success of the many proprietary Ellucian modules and interfaces by participating in the design process and providing support for users of the system.

  • Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

  • Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as required by the IT Administration when provided.

  • Contributes to the overall success of Information systems by performing all other duties as assigned by collaborating and teaming with other analysts where necessary. Work closely with external vendors to help resolve application issues; build and maintain vendor relationships.

  • Willing to learn and apply modern, cloud-based technology skills, ability to research emerging trends and adopt modern technologies in solutions.  May mentor more junior staff and provide guidance and direction on work assignments.

  • Performs other related duties when applicable or available for the efficient operations of the division. 

Qualifications

Compliance with all state, federal, and accreditation standards/requirements, as well as all MATC policies and procedures. 

Required Education: 

  • Bachelor's degree or the equivalent is required. 

Preferred Education:

  • Bachelor’s degree in a computer-related or information systems field is preferred.

Required Experience:

  • Four (4) years of enterprise-level experience in one or more of the following areas is required: a) project management methodologies of information technology, b) systems analysis, software engineering or software development, or c) database and/or web application programming with fluency exhibited in at least three of the following: UniData, UniBasic, UniQuery, SQL, Business Objects, HTML, JavaScript, VB Script, PHP, Restful API, XML, CSS, Java, C#, Microsoft SSMS, or similar languages/tools.

  • Three (3) years of experience in the design of major business computer systems or implementation and/or management of major software systems is required.     

  • One (1) year of project lead experience is required.  Experience with RDBMS and SQL, web development, and technology security issues are required. Experience in the design and programming of computer applications in a team-oriented environment is required. 

Preferred Experience:

  • More than two (2) years of implementation experience or as an IT project lead for a systems implementation project in an educational environment or any equivalent combination of experience and training. Work experience in higher education specifically in Student Admissions, Registration /Academic records and/or Finance modules with CROA (Colleague Reporting and Operational Analytics) is preferred.


Knowledge, Skills, and Abilities

  • Knowledge and experience in SQL environments; programming in such languages as C#.

  • Knowledge and experience working with Ellucian Colleague products/components including UI, E-Commerce, Portal, Self Service, Student Planning, and Mobile.

  • Knowledge and experience with Colleague Studio, UniData, and Microsoft SQL Server.

  • Knowledge of client side development using JavaScript, JQuery, HTML5, and CSS.

  • Excellent verbal and written communication skills and proficiency in writing technical specification documents. 

  • Strong technical skills and current technical knowledge.

  • Ability to maintain confidentiality in regard to information processed, stored, or accessed by the systems.

  • Ability to work effectively with a variety of constituencies (e.g. vendors, contracted consultants, etc.) possessing a wide range of technical knowledge. 

  • Ability to effectively manage multiple, complex information systems projects concurrently.

  • Ability to effectively apply interpersonal, customer service, organizational, and team-building skills.

  • Ability to develop knowledge, respect, and skills to engage with those of other cultures or backgrounds.                                    

  • Ability to work independently on multiple projects, meets all deadlines, and coordinates activities to achieve specific funding and institutional goals and objectives.

  • Ability to establish and maintain effective working relationships with other staff, employees, students and the general public.

 

Supplemental Information


Start Date:
The position supports the Information Technology division and is available immediately. This is a continuous recruitment and applications will be reviewed until the position is filled.

Hours/Location:
This position is a 1.0 FTE or 40 hours per work week and is based out of the Milwaukee Downtown campus. Hours are Monday through Friday from 8:00 am - 4:30pm.  Position is eligible for hybrid/flexible work.

Hourly Rate:
Salary is listed to the midpoint of the salary range and is based on the 2023/2024 rates and are determined by years of experience credit and internal salary equity

Health Insurance 
  • MATC offers a choice between two medical insurance plans. See below for plan types:
    • Low Deductible PPO
    • High Deductible PPO
  • Upon selection, the coverage begins the first of the month following start date. You will have 30 days from your start date to enroll.
  • MATC contributes a generous percentage towards medical insurance premium. 
  • Both medical plans include prescription drug coverage at no additional cost to employees.
  • Employees are offered an option to enroll in a Health Care Flexible Spending Account (FSA) with the selection of the Low Deductible PPO plan.
  •  Employees are offered an option to enroll in a Health Savings Account (HSA) with the selection of the High Deductible PPO plan with employer contributions.
Dental Insurance
  • MATC offers a group dental plan through Delta Dental.
  • Upon selection, the dental insurance plan coverage begins the first of the month following start date. 
  • Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19.
Vision Insurance
  • MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date.
  • Plan covers eye exam, frames, lenses and contact lenses.
Group Life Insurance 
  • MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee’s annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death. 
  • Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase. 
Long-Term Disability
  • MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College.   Benefits provided are equal to 66 2/3% of base monthly earnings.
Flexible Spending Accounts
  • MATC offers two types of Flexible Spending Accounts (FSA):
    • Health Care FSA
    • Dependent Care FSA
  • This type of benefit allows employees to set aside pre-tax dollars per calendar year for a variety of medical, dental, and vision expenses (for a Health Care FSA) and for day care expenses for children under 13 or family members that are dependent on you for more than half their support (for a Dependent Care FSA) up to a maximum amount.
Retirement Savings
  • Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)’s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.8%), and the employee pays the full part of the employee contribution of 6.8% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employee's behalf. Contribution rates are subject to change annually as set by the State.
  • In addition to the WRS pension account, employees may enroll in other optional retirement savings plan such as a 403(b) account or a 457 account on a pre-tax or post-tax basis.
Sick Leave
  • MATC offers employees a generous sick leave plan per year.  
  • Each employee may accumulate up to 165 days of full sick leave with an unlimited accumulation of half pay sick leave. 
Vacation
  • MATC offers a vacation policy to employees for the purpose of rest and relaxation.  
  • Vacation is earned at a generous rate each year of employment. (Not available for Instructors)
Paid & Flexible (Floating) Holidays
  • MATC offers 12 paid holidays for non-Faculty positions and 7 paid holidays for Faculty positions.
  • MATC provides two flexible (floating) holidays per employee per year. (Not available for Instructors).
Tuition Benefits:
  • Employees are eligible for tuition reimbursement and waiver after completing probationary period. 
  • Amount allowed per fiscal year is 18 credits at MATC or $1,400 at other accredited institutions.
