Under direction of the Contracts Manager, performs a variety of activities related to procurement and contract administration. This position requires a dynamic self-starter who communicates well and can produce a high volume of work in a fast-paced environment.

Essential Duties & Responsibilities
* Administers subcontracts through an organized program in accordance with key dates, responsibilities, and notice requirements.
* Maintains subcontracts and related files/records in a centralized file structure for subsidiary use.
* Update subcontracts when parties sign change orders or modifications and preserves critical communications concerning disputes, deliveries, claims, changes, or performance issues.
* Prepares and disseminates information regarding subcontract status, compliance, modification, and termination to management team.
* Responsible for notifying the Project Manager and following up with subs on any open and outstanding issues.
* Review subcontractor bonding requirements with leadership team and follow-up with subcontractors to get bonds submitted
* Ensures subcontract bonds are submitted, reviewed, and approved prior to execution of the subcontract agreement.
* Oversee certified payroll - as requested, complete and collect all required documents according to the contract, and as requested by governing authority, including maintaining proper security of all documents containing personal information for any employee(s) on the project.
* Managing subcontracts to ensure compliance and verifying that contractors have met contract requirements and provided required reports and documentation.
* Ensure subcontractor closeout submittal process is thoroughly completed.
* Assist in project closeout efforts to include accounting, billings, receivables, etc. as necessary.
* Participates in audits of contracts and/or subcontracts for compliance with internal controls and procedures, the FAR, Government regulations, and state law.
* Dispatches contract information to procurement team and project teams as needed to support procedural requirements.
* Assist procurement team members when necessary.
* Apply procurement strategy and comply with all Procurement Department and Company policies, procedures, and programs.
* Must be highly organized and able to manage a high volume of work under strict deadlines.
* Promote and maintain a flexible, cooperative, team oriented and customer focused attitude within and between departments and vendors.
* Perform any other duties as assigned by management.
Qualification Requirements
* High school Diploma or GED
* 3 to 5 years of experience with contract administration, compliance, procurement, or related field; 2 years of which, preferably in government contracting
* Knowledge of FAR, DFAR, Service Contract Act, Davis Bacon Act, and various contract types.
* Proficient with MS Office Excel, Word, Outlook
* Experience with computerized accounting software, preferably Deltek/Costpoint
* Ability to communicate effectively both orally and in writing
Preferred Qualifications
* Associates degree in business administration, or accounting
* Experience in construction, environmental, or engineering industry
* Willingness to work occasional overtime
* Experience and knowledge of Alaska Native cultures
