About the Job

The Assistant Vice Provost, Director and Chief Health Officer of Boynton Health is responsible for advancing the health of the University of Minnesota Twin Cities community. The AVP/Director/Chief Health Officer is responsible for strategic oversight and management of day-to-day operation of Boynton Health, creating and maintaining a positive and inclusive work environment at Boynton Health, assessing and monitoring campus health issues, coordinating services with Student Affairs and other campus and community organizations, co-leading the Student Affairs' health and wellbeing programs/units, and supporting development programs to promote the personal and public health of the University of Minnesota Twin Cities campus community.

Major responsibilities include, but are not limited to:

Strategic Oversight and Overall Management of Boynton Health (25%)
- Lead strategic visioning efforts and ensure strategic alignment with stated values.
- Work with department directors, medical staff and the Student Health Advisory Committee to develop overall goals as well as long- and short-term program objectives for Boynton.
- Approve new programs, policies and revisions of existing programs while ensuring that changes are implemented effectively.
- Provide guidance to department directors and managers as they establish and maintain policies and procedures required to meet accreditation standards.
- Maintain current knowledge of federal, state, local and University policies and regulations affecting BH operations, advise staff, and oversee compliance related to changes in such regulations and requirements.
- Ensure all Boynton operations achieve and maintain operational effectiveness.
- Develop mechanisms for the review and evaluation of Boynton operations and progress of program objectives.
- Work with Boynton Executive and Leadership Teams.


Community and Public Health Programs, Research & Survey Administration (20%)
- Oversee the prioritization and development of programs, services, and policies to meet the overall personal and public health needs of the University community based on assessment and evaluation
- Serve as a key contact for public health emergency planning and response. This includes collaboration within the University Emergency Management Team and with local and state agencies; responding to any public health emergency that affects the University of Minnesota and its students, staff, or faculty.
- Develop and advocate for federal, state, local, and University policies that protect and promote the health of members of the University community.
- Prioritize programs, services, and policies that increase health equity for the University community
- Provide oversight for College Student Health Surveys on the University of Minnesota campuses and participating Minnesota State colleges.
- Ensure analysis of data and reporting.
- Maintain relationships with a wide variety of campus groups with interest in the survey data.
- Provide presentations to local and national groups regarding college health data.
- Support work with graduate and undergraduate students on projects related to survey results.
- Ensure privacy of databases for all survey data collected.
- Participate on local, regional and national committees working on college health data.

Campus and External Relations (15%)
- Maintain regular communication with the Vice President for Student Affairs as it pertains to the operations of Boynton and its role within the total framework of the Office for Student Affairs.
- Establish appropriate connections with other University departments, federal, state and community health agencies, and other health-related resources.
- Provide effective means for informing the campus community and any other interested public entities concerning the programs and objectives of Boynton.
- Serve or identify an appropriate representative to serve on campus-wide, health- and wellbeing-related committees as appropriate to meet the mission and objectives of the University.
- Be available for consultation and external review with national colleagues in college health at the discretion of the vice president.
- Oversee marketing plans.
- Ensure the promotion of revenue generating areas.
- Oversee efforts to provide the University community with an accurate profile of BH services and activities.
- As appropriate, and when needed, respond and/or serve as a spokesperson to the media.

Human Resources Management (15%)
- Create and maintain a positive and inclusive work environment, and a culture of accountability, inclusion and equity
- Determine and oversee personnel policies and rules for Boynton employees consistent with University and Student Affairs personnel policies.
- Supervise and/or delegate responsibility for all personnel functions of Boynton.
- Appoint, reappoint, credential, recredential, and approve medical/surgical privileges for all medical staff.

Business Planning and Finance (15%)
- Responsible for the preparation, submission and revisions as necessary of the annual budget for Boynton.
- Responsible for the financial oversight of the self-funded Student Health Benefit Plan as well as benefit decisions that impact the cost and value of the plan to University students across the system campuses.

Operations (10%)
- Ensure safe and cost-effective healthcare for the University Community through the following clinical areas: primary care, urgent care, women's health, transgender health, mental health, optometry, preventive medicine, immunization and travel, dentistry, pharmacy, laboratory, radiology, physical therapy, nutrition, health coaching, and public health.
- Provide fiscal stewardship of resources and student service fees to promote high quality, accessible, inclusive and affordable care.

Four (4) leadership positions in the health service report directly to the AVP/Director/Chief Health Officer and three hundred twenty-five (325) positions in the health service report indirectly to the AVP/Director/Chief Health Officer.

Appointment:
The Assistant Vice Provost, Director and Chief Health Officer is a full-time, 12-month academic professional and administrative (P&A) position appointed by the Vice President for Student Affairs and Dean of Students under the authority of the University's Board of Regents. The position is open until filled. Salary is commensurate with education and experience. Qualifications

Essential Qualifications:
- Master's degree, or higher, in health care, management, leadership, or related fields.
- Minimum of eight-ten years of progressively responsible administrative and/or health care experience.
- Administrative experience in a complex organizational setting.
- Excellent communication skills, demonstrated ability to work with internal and external stakeholders.
- Demostrated experience creating a strategic plan in support of organization's long range goals with a vision for future development.

Supervisory and administrative experience with strong budget management experience and demonstrated history of strategic management.
- Demonstrated commitment to taking action to support diversity, equity and inclusiveness.
- Demonstrated ability in creating a culture of trust, and ability to inspire/empower staff to do their best work.
- Demonstrated understanding of public and community health.
- High standards of integrity and ethics in both performance and leadership.
- Ability to maintain confidentiality and recognize the importance of discretion.

Preferred Qualifications:

- Understanding of student health care as it relates to student development and critical issues facing college students, including mental health.
- Experience in higher education or health care environments.
- Experience working with individuals from diverse racial, ethnic, and socioeconomic backgrounds
- Administrative experience in a comprehensive higher educational setting.
- Experience responding to or managing student and/or public health crises.
- Experience with higher education and/or health care policies.
