Job Description
The Human Resources (HR) Manager is responsible for performing HR-related duties on a professional level and works closely with senior HR leadership. This position carries out responsibilities in the following functional areas: employee and labor relations, training, performance management, onboarding, policy implementation, recruitment / employment, affirmative action and employment law compliance, and administer all Union grievances per the negotiated contract.

  • Administers various human resource plans and procedures for all Company personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains employee handbook and policies and procedures manual
  • Takes a lead role in employee and labor relations with Unionized workforce – gathers data, conducts investigations, reports findings, etc.
  • Manages unionized contract negotiations, administers negotiated contract and grievance history
  • Maintains a professional working relationship with elected Union officials in a manner consistent with corporate philosophy.
  • Participates in developing department goals, objectives and systems
  • Monitors the performance evaluation program and revises as necessary
  • Assists with compensation planning and management
  • Develops and maintains affirmative action program; files EEO-1 report annually; maintains other related records, reports and logs to conform to EEO regulations
  • Oversees recruitment effort for all exempt and nonexempt personnel, students and temporary employees
  • Handles employee relations counseling, outplacement counseling and exit interviewing
  • Conducts training and coaching of the workforce on HR and leadership related topics
  • Assists in evaluation of reports, decisions and results of department in relation to established goals
  • Recommends new approaches, policies and procedures to effect continual improvements in efficiency of the department and services performed
  • Maintains compliance with federal and state regulations concerning employment


Expected Areas of Competence (KSAs)
 
  • Demonstrated ability to work without close supervision, produce quality work and handle periodic special projects independently, while maintaining focus and sense of urgency in an environment with frequent interruptions and a high level of varied activity
  • Strong working knowledge of HR processes and procedures is preferred
  • Demonstrated ability to perform work with accuracy and have a proven work history of precision and accuracy
  • Demonstrated ability to compile reports from various databases
  • Demonstrated recruitment skills, fluent in social media leveraging including deep LinkedIn experience
  • Excellent verbal and written communication skills and the ability to effectively work with others
  • Demonstrated ability to organize and prioritize work within mandatory time frames
  • Must maintain utmost level of confidentiality due to the sensitivity of the work in this department

This position description is intended to cover the most significant, ongoing job functions and competency areas.  Successful performance in the role will require performing satisfactorily other duties as assigned. 

Education and Experience Requirements
 
  • Bachelor’s Degree in Human Resources Management, Labor Relations or related field required
  • PHR, SPHR or SHRM certification a plus
  • 5-7 years’ experience in a Human Resources role supporting a unionized environment
  • Experience in union contract negotiations
  • Recruiting, interviewing, selection experience a strong plus
  • Experience in employee relations, ADA, FLSA, FMLA, EEO, and other general employment laws preferred
  • Must have demonstrated experience with Microsoft Office Suite; Word, PowerPoint, and Excel


Physical Requirements

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

The worker must be able to access, analyze and otherwise work with, enter information stored in or obtained through the company's computer system, and to communicate effectively with co-workers and third parties who have business dealings with the Company's Human Resources operations.  

Travel Requirements

Up to 25% travel may be required
