The Chief of Payroll and Benefits for the Department of Corrections is responsible for the management and administration of over 11,000 permanent employees, as well as regular and benefited Limited Term Employees (LTEs) and project employees located in 19 Adult Institutions, 3 Juvenile Schools, 17 Center System Centers, 93 Regional Offices in 8 Regions, and Central Office. Most of the Department’s operations are 24/7 and require complex overtime and supplemental pay administration in accordance with applicable state and federal laws, rules, and regulations, as well as nine collective bargaining agreements and the State of Wisconsin Compensation Plan. The position manages employee benefits administration, including Wisconsin Retirement System and related insurance programs, Worker’s Compensation and Unemployment Compensation, and other state and federal laws, including those relating to military leave. The position directly supervises 10 Central Office staff, as well as leadership and monitoring of payroll and benefits administration at 24 locations across the state.
This position provides advice and consultation on the payroll and benefits programs and systems to top agency management, as well as other agencies including the Departments of Administration and Employee Trust Funds and the Office of State Employment Relations.

Job Knowledge, Skills and Abilities: Knowledge of payroll and benefit statutes, rules, procedures and practices; effective supervisory and leadership principles and practices; collective bargaining agreements and administrative practices; effective oral and written communication techniques; and ability to maintain effective working relationships at all levels within DOC and with other agencies.
