Position Description

BASIC RESPONSIBILITIES:
Recommend and participate in the formulation of lending policies and ensure efficient operation within existing policies. Plan, direct, and coordinate staff, programs, and activities of mortgage, consumer lending and collections departments to assure that objectives, plans, and members' needs are met or exceeded.

ESSENTIAL FUNCTIONS:
1. Develop and implement the goals, projects, policies, procedures and methods for all facets of lending.

2. Schedule, evaluate, train, and supervise lending and collections personnel. Promote positive attitudes, cooperation, and desire to cross-sell credit union services in department employees.

3. Prepare and recommend for approval by the CEO lending policies and products that will further the objectives of the credit union.

4. Review and approve loans, within established credit guidelines; making recommendations to President on all loans outside established limits.

5. Responsible for maintaining agency approval for making and selling loans to the secondary market.

6. Implement all compliance programs for updates to regulations on the state and federal levels. Ensure implementation of all underwriting updates from private mortgage insurers, FNMA and/or any other investor.

7. Responsible for overall volume of loan origination for the Credit Union.

8. Responsible for delinquency control; direct operations of collection staff and ensure effective procedures are being followed for all delinquent accounts. Recommends loans for charge-off. Prepare, review, and recommend classifications for presentation to CFO and CEO.

9. Develop and maintain an internal audit control system. Provide data, reports, and other information to assist in the preparation of annual state and federal examiners audits.

10. Prepare monthly operational reports as required. Responsible for proper records and control of all consumer lending activity.

11. Provide relevant input to the credit union's strategic planning process.


SECONDARY FUNCTIONS:

1. Attendance at monthly Board Meeting as needed. Meetings may be held after working hours or on weekends, and may be offsite.

2. Acts as Notary Public.

3. Performs other duties as assigned.

SKILLS AND ABILITIES REQUIRED:
Education/Experience: Any combination equivalent to education and experience that provides the required knowledge and skills is qualifying. Typical qualifications would be equivalent to:
Education equivalent to a Bachelor’s Degree in Business Administration or related field of study. Not less than ten years progressively responsible experience in financial lending services. Five of which should be in management positions.

Skills:
1. Thorough knowledge of mortgage lending, consumer lending and collections policies, credit granting criteria, interest rates and how they are computed, and documentation of each type of loan.

2. Ability to interpret and apply necessary lending and collection practices for compliance with necessary credit union laws, rules, and regulations.

3. Ability to perform detailed analytical work and make independent decisions.

4. Knowledge of credit union philosophy, administration, accounting, and data processing operations.

5. Excellent oral and written communication skills.

6. Ability to record data and maintain reports with a high degree of accuracy and organization.

7. Maintains confidentiality, must be bondable.

8. Must present a professional, business like appearance and manner.
