MINIMUM QUALIFICATIONS:


Registered or eligible for registration as a professional registered nurse in the State of Wisconsin is required.


Qualified applicants must meet one (1) of the following educational and experience requirements:


Possession of a master's degree in nursing and two (2) years' experience as a registered nurse with patients who are mentally ill or developmentally disabled which has included experience in a head nurse, supervisory or teaching assignment.


Possession of a bachelor's degree in nursing and three (3) years' experience as a registered nurse in a: head nurse, supervisory or teaching assignment of which two years must have been working with patients who are mentally ill or developmentally disabled.


Five (5) years' experience as a registered nurse working with patients who are mentally ill or developmentally disabled in a head nurse, supervisory or teaching assignment.


Knowledge, Skills and Abilities: Knowledge of the principles and practices of nursing service management; knowledge of principles of adult learning; ability to utilize teaching and learning strategies; ability to plan, coordinate and supervise nursing services for one or more patient care units or programs of a mental health facility; ability to hire, direct, schedule, evaluate and discipline staff; ability to develop performance plans; ability to promote professional development of nursing staff; ability to prepare and justify budget requests; ability to develop and implement nursing policies and procedures; ability to interpret and maintain standards of care; ability to initiate and conduct research; ability to identify and resolve patient care problems; ability to role model therapeutic patient interaction; ability to provide care to complex psychiatric patients; ability to interpret and implement labor contracts; ability to work effectively and harmoniously with patients, health professionals, staff and others.


DUTIES: Under periodic direction, to be responsible for nursing services and nursing staff on one or more patient care units or programs; to direct, schedule and be accountable for nursing services and staff on a 24 hour basis; to hire, promote and discipline nursing staff of assigned unit or division; to assist in developing criteria for job performance and evaluation; to evaluate nursing staff; to be responsible for updating, expanding and changing nursing program services; to develop and implement nursing policies and procedures; to prepare, monitor and forecast nursing program budget; to interpret and maintain standards of care; to identify and resolve patient care problems; to assess and plan for long and short term staffing needs; to interpret and implement labor contracts; to coordinate continued nursing education; to function as a role model for nursing staff; to maintain appropriate administrative records; to establish unit or program supply quotas and maintain equipment standards; to initiate and conduct audits; to develop and implement corrective action plans; to function as liaison between Mental Health Administration, Nursing Services and professional staff; and to perform such other duties as may be assigned.


THE EXAMINATION is open to qualified residents of the United States. Appointee must establish residence within the confines of the State of Wisconsin within six months of appointment and maintain such residency during incumbency.
