Job Description

The Senior Pricing Analyst performs in-depth RFP document(s) analysis and identifies all cost risk, develops PTW analysis and reviews with senior leadership, develops complex RFP compliant Excel pricing models and writes comprehensive Cost Narratives supporting Cost/Price Volume submittals,, supports negotiations by developing offers and counter-offers with senior leadership's input, develops base proposed pay rates, supports the development of indirect rates, develops internal Fiscal Year budget inputs, manages subcontractor(s) cost proposal input, supports contract modification price adjustments and REA's and other complex pricing proposal duties, as assigned. Serves as the Pricing lead for assigned Government or Commercial competitive and non-competitive proposals. Availability to support proposal timelines outside of normal business hours.

ESSENTIAL FUNCTIONS:

  • Lead the development of all cost/price proposals assigned by Pricing Director including developing base pay rates, assisting in direct rate development, partner with HR on indirect rate development, developing travel, material, and ODCs cost estimates, creating PTW analysis and recommend/utilize various PTW strategies, writing comprehensive Cost Narrative and gathering all supporting cost basis documentation.
  • Ensure all cost/price proposals are 100% compliant with customer's solicitation requirements.
  • Manage subcontractors' cost inputs. Perform subcontractor labor rate analysis. Create subcontractor cost proposal templates ensuring solicitation compliance.
  • Utilize several salary survey data sources from which to obtain base pay rates.
  • Create labor category/rate(s) crosswalks between source data and solicitation data.
  • Team with Business Development (Proposals) to ensure the Technical Volume and Cost/Price Volumes agree and are compliant.
  • Analyze competitors' historical bid and award information online (FedBizOps, BetaSAM etc) to ensure current cost proposal competitiveness, where possible.
  • Estimate travel costs which can include airfare, car rental, hotel, meals, and incidental expenses for CONUS and OCONUS work locations. Provide all supporting cost data.
  • Estimate Other Direct Costs (ODCs) as required in the solicitation. Provide all supporting cost data.
  • Estimate Material Costs as required in the solicitation. Provide all supporting cost data.
  • Support and develop responses to post submittal customer price proposal questions (ENs). Maintain complete record of all exchanges throughout the process.
  • Work as part of the larger proposal team interfacing with internal/external SMEs, BD, Program Office and LLC Presidents, and others on pricing.
  • Integrate and analyze cost data using quantitative and qualitative methods.
  • Must have the ability to lead the complete development of a Cost/Proposal Volume with minimal supervision.
  • Perform other duties as assigned by the Pricing Director or CFO and serve as back-up to Pricing Director when/if needed.

Education

  • Bachelor's degree in Business, Economics, Finance, Accounting, or equivalent required (or another quantitative
  • field) required.
  • Master's degree preferred.

Experience

  • 10+ years relevant experience without a master's degree; 7 years with a master's degree
  • Understanding of the Federal Government Procurement process and the Federal Acquisition Regulations
  • (FAR) - Mid to Advanced FAR and DFARS knowledge required.
  • * Must have strong financial and accounting/government pricing background
  • * Position requires proficient understanding of government accounting/pricing regulations and principles
  • with the capacity to research and understand new concepts, regulations, and principals
  • Requires Microsoft Office Suite skills with advanced MS Excel and Word document skills

  • Ability to develop and implement process improvements and efficiencies to current proposal process
  • Perform competitive rates analysis (indirect and direct) to ensure adherence to strategic long-term planning goals
