Safe & Sound was established in 1998 as a pilot initiative to reduce crime, especially violent crime, in high crime, underdeveloped neighborhoods through strong public-private partnerships. The initiative operates in the City of Milwaukee where crime is concentrated. The community of Milwaukee adopted comprehensive, proactive, collaborative approach to reducing crime, particularly violent felonies. This strategy was tested for three years by the Milwaukee Weed & Seed initiative (1994-1997), adopted and recommended by the Youth Crime & Violence Task Force.
